How colours advance and recede

This is all about colours in both the foreground and background, how they should be arranged is based on their destiny and the way in which they stand out. The stronger and heavier colours sit at the front of the pile and the weaker colours sit at the back. I want to understand how I could possibly apply this concept to my final animation so that my audience concentrate on the most important piece in a scene.
